He basically admits that he is a Barry Allen fanboy and one of his goals was to bring him back from the start, and that they never had any intentions of really making Bart the Flash. Hey, I like Barry, but why make another character look bad in order to make your favorite look good? They should have just brought Barry back and be done with it.
