DiDio *did* say just that in the back of the dc books a month or two ago. He basically admits that he is a Barry Allen fanboy and one of his goals was to bring him back from the start, and that they never had any intentions of really making Bart the Flash. Hey, I like Barry, but why make another character look bad in order to make your favorite look good? They should have just brought Barry back and be done with it.
“Oooh, do Hal Jordan next, the other old guy who nobody cares about anymore who had a far better replacement.”
word.
Also I think the Hal that came back was a much altered Hal than when he died. The few stories that they wrote when he was dead, Waid’s JLA year one, and other appearances, New Frontier and others had a much better characterization of Hal than what he is now. Leading the White Lantern Corps (whose rings did nothing by the way except define Deus Ex Machina), the guy has become all flash and worse substance. Definetly my lowest rated GL.

Josh, one word: Exactly. No one has adequately explained why he’s back. DiDio should just say, “I like Barry better” and be done with it.
Not that I, uh, have a strong opinion about it one way or another.

I have to agree, Guy Gardner was definitely pretty awesome.
