poor penguin, lets sign a petition to release him,
if I remember in BTAS he was never jailed in arkham but in the Batman he never got that lucky and he wasnt crazy just an idiot
I remember reading somewhere that there have been continuities where the Penguin was put in Arkham not because he’s crazy, but because it’s the best place to securely hold him and keep him under control. In Blackgate, he’s surrounded by loyal flunkies, but in Arkham, he has no influence whatsoever.
maybe they arkham to full just to justify the cost of the freaking Mr freeze and clayface jail cells,
(they could avoid that cost if they keep the asylum food in Mr Freeze cell)

Pretty sure Penguin goes to Blackgate……just saying, he did in the Batman: Animated Series.
Kroc is more inconsistent, but I think lately he’s been shipped to Arkham because of his cannibalism.

IIRC Croc was also a cannibal, but I don’t know if that puts people in asylums.

Actually, the Penguin is one of the few Batman villains that doesn’t go to Arkham. He’s always just gone to prison.
